Proclamation flawed from the beginning, Tuanku Muhriz's position as Yang di-Pertuan Besar NS remains - DKU
The Negeri Sembilan House of Justice and Undang (DKU) asserted that the proclamation dated 19 April 2026 regarding the abdication of the Yang di-Pertuan Besar of Negeri Sembilan, Tuanku Muhriz Tuanku Munawir, is invalid under the Constitution, Harian Metro reported yesterday.
According to the Malay daily, DKU Secretary Raja Norazli Raja Nordin said that three of the four people who signed the proclamation did not hold the position of Undang according to their respective Luak customs on the date in question.
"In fact, Article 10 (1) of the Negeri Sembilan Constitution (UUTKNS) 1959 stipulates that Undang can only call on His Majesty to resign or relinquish the position of Yang di-Pertuan Besar after a full and complete investigation has been carried out.
"The condition is mandatory, but no such investigation has ever been carried out, nothing has ever been brought before the House and His Majesty has never been given notice or an opportunity to be heard.
"Therefore, the proclamation dated 19 April 2026 was flawed from the start," he said in a statement on Sunday, 13 September 2026, regarding the decision reached at the Special DKU Meeting held in Seri Menanti, Kuala Pilah on the same day.
Raja Norazli said, on 20 April 2026, the Menteri Besar who was then in office refused to sign it under Article 10(2) of the UUTKNS 1959, on the grounds that the conditions of Article 10 of the UUTKNS 1959 were not met and one of the signatories was not an Undang (chieftain).
"With that refusal, the function of the Menteri Besar under Article 10(2) of the 1959 UUTKNS has already been implemented and thus the proclamation has lapsed and become null and void," he said.
He said that no investigation was conducted into the claim to fulfill Article 10 of the 1959 UUTKNS.
According to him, even if a new Menteri Besar signed the same proclamation that allegedly occurred on 3 August, the act did not restore anything.
He said that a new Menteri Besar cannot re-implement a function that has already been implemented.
"Otherwise, every change of Menteri Besar will revive the same proclamation and the matter will never end," he explained.
Regarding the media statement by Undang on 5 September and the group's press conference three days later (8 September 2026), Raja Norazli said that the matter had no effect because it was based entirely on the defective and expired proclamation of 19 April 2026 and on the instrument dated 3 August 2026 which did not add anything to the validity of the proclamation.
He said that Tuanku Muhriz's position as the Yang di-Pertuan Besar of Negeri Sembilan shall remain unchanged.
He said that no legal process had ever caused Tuanku Muhriz to cease holding the position.
"His Majesty remains the Yang di-Pertuan Besar of Negeri Sembilan and the Speaker of the House (DKU). The House does not recognise any vacancy and does not recognise any other person as holding the position.
"There can be no successor as long as the position is held legally. A person who does not hold the position cannot exercise the powers of the position," he said.
He said that currently, the Undang Luak Sungei Ujong is held by Dato' Klana Petra Muhammad Faris Johari; Undang Luak Rembau, Dato' Sedia Raja Haji Hassan Ab Hamid and Undang Luak Johol by Dato' Johan Pahlawan Lela Perkasa Setiawan Dato' Haji Muhammed Abdullah.
According to him, the positions of Undang Luak Jelebu and Dato' Shahbandar Sungei Ujong are vacant.
"The actions of six individuals signing a document dated 5 September 2026 are considered treasonous in terms of customs and laws," he said.
