Royal Pardon from the perspective of the former Yang di-Pertuan Agong

Referring to a post on the Kesultanan Pahang official Facebook page, New Straits Times quoted the Sultan of Pahang as saying yesterday that the royal prerogative of mercy exercised by the King under Article 42 of the Federal Constitution should be viewed with calmness and clarity, and not through emotional or political lenses.

Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah Ibni Almarhum Paduka Ayahanda Sultan Haji Ahmad Shah Al Musta'in Billah said the power of pardon was neither a political gift nor an act of personal sympathy, but a legitimate constitutional mechanism within the punitive justice system.

Al-Sultan Abdullah, who was the 16th King of Malaysia, said pardon decisions are made through deliberations of the Pardons Board, which includes representatives from key state and national institutions.

"The granting of pardons or sentence reductions is also not exclusive to any one individual, political party or position.

"Each year, hundreds of prisoners from various backgrounds, involving both serious and minor offences, are granted sentence reductions or pardons by the Yang di-Pertuan Agong and the Malay Rulers," His Royal Highness said.

Al-Sultan Abdullah said this while attending the 120th Meeting of the Pahang Council of Regency yesterday.

Also present was the Pahang Crown Prince, Tengku Hassanal Ibrahim Alam Shah Ibni Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah.

In line with the tradition of constitutional monarchy, His Royal Highness said the King is not driven by public sentiment or political pressure, but acts as a canopy of justice to restore balance when tensions rise.

"The power of pardon should not be interpreted as a weakness of the system, but rather as a clear reminder that this country is not governed by social media emotions, does not pass judgment on political platforms and does not replace the Constitution with public anger," His Royal Highness said.

He expressed confidence that Malaysia would continue to remain a principled and resolute nation, and prayed that the country, and Pahang in particular, would always remain under Allah's grace.
