Cost of civil servant salary increase in 2026 using KWAP money and selling Bintulu Port?

A pro-Datuk Seri Mohd Najib Tun Abdul Razak political writer referred to Prime Minister Datuk Seri Anwar Ibrahim (who is also popularly known as PMX) as saying that the civil servants' salary increase in 2026 will involve an additional cost of RM10 billion.
According to the writer, who is the holder of the Facebook account Eric-See-To -Lim Sian See, he checked the government's revenue estimates in the Budget, and found that the Madani government will actually withdraw RM5 billion from the Pension Trust Fund (KWAP) and sell Bintulu Port assets worth around RM3 billion to increase the government's non-tax revenue.
"This means that RM8 billion, or 80% of the additional cost of the civil servant salary increase this year, will come from the proceeds of dredging KWAP funds and selling government assets," he claimed.
More worryingly, he said, since Madani took office, at least RM17 billion has been dredged from KWAP:
2023: RM3 billion; 2024: RM5 billion; 2025: RM4 billion; and 2026: RM5 billion
"Compare with the 9 years Najib was Prime Minister who did not dredge a single sen from KWAP.
"On the other hand, the government at that time contributed around another RM9.5 billion to KWAP," he said, completely ignoring the controversial loan given by KWAP to SRC International, a subsidiary of 1MDB (at the time).
According to him, the big problem today is that the size of KWAP's fund has only increased by an average of 4.03% per year since GE14.
Meanwhile, for comparison, he said, during the Najib administration, the average rate of increase in the KWAP fund was 11.7% per year.
At the same time, pension costs increased at a rate of 7.9% from 2024 to 2026.
"This means that the KWAP Fund is increasing much slower than the increase in pension costs.
"If this trend of dredging up KWAP continues, future governments will face major problems in paying civil servant pensions.
"Because this method is not sustainable. Today it seems like the budget problem has been solved, but in fact it is pushing a bigger burden onto the future.
"Don't ruin the future of civil servants just because you want to act popular today," he said.
